Sports & Community Complex Masterplan

Break O’Day Council has committed to preparing a masterplan for the Scamander Sports and Community Complex.

The Sports and Community Complex is an important asset for the community and is currently managed by the Scamander Complex Committee. This group includes representatives from the bowls club, golf club, cricket club and eight ball club. In addition there is a privately run restaurant and bar open to the general public.

We are looking to understand the different needs of people who use the Sports and Community Complex today, and gather ideas for future improvement opportunities.

We are also is looking to understand the changing nature of sports and recreation uses in the community, to understand whether there is demand for other sports or user groups at the Complex. This information will help inform a future Masterplan for the site.

About the project

Why does the Complex need a Masterplan?

As the community of Scamander and Beaumaris change and grow, we need to understand whether the Sports Complex meets current and future community needs.

This Masterplan will identify opportunities for improvements to the facility to support the existing uses, while considering what opportunities may exist for future recreational activities.

What’s in a Masterplan?

Any future Masterplan may include a floor plan of facilities such as club rooms, toilets and showers, public bar or restaurant, or community halls. The Masterplan would consider whether the complex could also include a small indoor sports facility for a small gym or pickleball courts as examples.

A Masterplan would consider how any buildings are positioned on the site to ensure it meets the needs of users. Ancillary spaces such as carparking, or outdoor recreation areas would also be considered.

Project timeline

  • This stage involves research around Sporting trends and activities to inform discussions.

    The research paper will consider the existing activities at the Complex, membership numbers and use. The paper will also consider trends in sporting and recreational activities in light of demographics in the Scamander-Beaumaris area, to ensure that the Complex continues to meet the community’s needs into the future.

  • This stage involves early engagement with the broader Scamander-Beaumaris community and in depth engagement with the Complex users.

    This round of engagement will focus on understanding what the community needs from their sporting and community complex. The project team will have more detailed discussions with users of the Complex, and their clubs, to understand their needs for the complex into the future.

  • This stage involves the drafting of a Consultation Summary report.

    Following early engagement piece community and users of the Complex, a consultation summary report will be provided to Council highlighting feedback themes, and a summary of detailed discussions.

    This will inform the drafting of any future Masterplan.

  • This stage represents a hold point to enable Council to consider the feedback received, and determine the best approach moving forward for the Masterplan.

  • Currently the Scamander Sports and Community Complex provides for a Bowls Club with associated greens, a Golf Club and 9-hole golf course, an 8 Ball club, and a Cricket Club.

    In addition, there is a tennis court, and AFL goals on a large oval that is also used by the Cricket Club. There is also a public bar and restaurant which acts as a club room.

  • The Masterplan intends to accommodate and plan for the sports and activities that are currently there, recognising the important role they play in the community. The Masterplan will respond to the changing needs of these sports including their requirements for facilities such as club rooms or change rooms.

    The Masterplan will also seek to consider whether the broader complex site can support other recreational uses that may benefit the broader Scamander and Beaumaris community.

  • The Masterplan would provide Council with a plan for how they develop the site into the future. It would also assist Council in seeking funding to undertake more substantial works.

  • At this time the project is focusing on finding out more information to inform a Masterplan. Any future Masterplan would require further detailed engagement with the community, and support from Council.

    After this, detailed design plans would be required reflecting the Masterplan which would need Council approval, as well as funding secured.

    Council does not currently have a timeframe for the implementation phase of the Masterplan.
